Prime Minister Thaksin Shinawatra
Monday announced plans to initiate a third phase in his now two-year-old
effort to eradicate drug use in Thailand, Reuters reported. In the
war's first phase, running from February through December 2003, some 2,500
people were killed, with local
and international human rights groups pointing the finger at Thai law enforcement
death squads.

Despite the bloody death
toll among alleged drug sellers and users, support for the heavy-handed
response to heroin and methamphetamine use is high. Thaksin won a
landslide reelection victory in February, and the Bangkok Post reported
that the 2003 anti-drug offensive polled as "the most successful policy"
of Thaksin's first term. A three-month second phase of Thaksin's
final solution to the drug problem beginning last October has been less
controversial, aimed as it was primarily against "drug bosses" and the
cross-border trade in methamphetamines from Myanmar (Burma).
"As long as I am prime minister,
I will not allow narcotic drugs to return," Thaksin vowed at Bangkok police
headquarters as he announced this year's campaign before a thousand drug-busting
police officers and volunteers.
The new phase in Thaksin's
drug war will focus on major meth producers along the Cambodian and Laotian
borders, where traffickers have relocated to avoid the crackdown on the
Burmese border. The campaign will also target retail dealing in bars
and clubs, Thaksin said.
