suggestion and question

figure out in dollars how much it costs to have non violent drug offenders in jail and prison. use these figures in addition to the total number of people in jail for non violent drug offenses. people may not care about people but they do care about taxes that are put into jails and prisons.

also, can you tell me why a person convicted of a drug offense goes to a federal prison and not into state prison? different offenses or what.?
