A new study by the Justice Policy Institute in Washington concluded our policies toward marijuana have not succeeded in a decline in overall use. The study (Efficacy and Impact: The Criminal Justice Response to Marijuana Policy in the United States) highlights the impact of policies in terms of monetary costs and the impact on the use of marijuana and other drugs.
