Fat Chance
If this is a campaign promise, it ought to be considered as just that--windy platitudes. Besides, this moax has no chance of being nominated, let alone elected. I doubt if he's promised this anyway. It's the first I've heard of it. If he did promise this, it's political suicide, given the disgusting law-and-order mentality of most of the US electorate.
