The Washington Post has reported that the
US Senate Appropriations Committee voted 16-13 on Thursday (10/18) to eliminate
a provision which bans the District of Columbia government from using local
funds to support needle exchange programs (NEPs).
The effort to end the Congressional ban
on local NEP funding was led by Sen. Mary Landrieu (D-LA), chair of the
subcommittee on the district. The vote was part of the committee's
approval of the district's $5.3 billion budget.
Whether the DC NEP funding ban is reversed
will depend on its surviving the legislative process in the House and the
full Senate.
