On December 22, Panamanian officials announced that negotiations had
been completed which would turn Howard Air Force base into a "multi-national"
anti-narcotics center rather than have it revert to Panamanian control
when the canal is turned over in 1999. 2,000 US troops will be stationed
at the base.
