"Inappropriate"

Last week, a Newsweek report quoted unnamed American officials who claimed
the US had "solid proof" that Colombian presidential aide Horacio
Serpa had ties to drug traffickers. Serpa, who is widely considered to
be the front-runner to succeed Colombian President Ernesto Samper in next
year's elections, responded angrily, but did offer to resign if anyone
could prove such charges.
This week, in an apparent attempt to calm the international waters,
Drug Czar Barry McCaffrey told reporters, "It is inappropriate for
U.S. authorities to either accuse or absolve Colombian candidates."
