Rear Admiral Walter Doran, acting commander-in-chief of the U.S. Southern
Command, testifying in front of Congress:
"While we have strong indications that our previous efforts are
bearing tangible results, nearly 300 metric tons of cocaine enter the United
States annually, and the associated effects of illegal drugs continue to
wreak havoc on the entire region."
Sounds like a very tangible lack of results to us -- but
maybe a good way to beg more money out of Congress for the military. (Can't
let civilians get their hands on that "peace dividend" after
all.)
