Mexico Mission Aborted--For Right Now
I could not get my truck into Mexico, so I have turned back. I'm currently sitting in Ponca City, Oklahoma, on my way back to the Great White North. I will then book a flight to Mexico City, but that will probably be three weeks or a month from now to take advantage of lower fares. Gotta run--there's an icy storm blowing in--but I'll be back tomorrow, and I'll have a few things to say about bureaucracy and corruption on the border, "Fourth Amendment-free zones" along the border, and all those Texas highway patrol cars lurking on US 281 coming out of the Rio Grande Valley.

The folks that issue the vehicle permits track people by DOCUMENT NUMBER, not name. Passport number, birth certificate number, voter registration number etc. Your name means nothing.
The solution to this would have been to use a document to identify yourself other than the one used previously and to go to another issue point to do so.
I had a similar problem about 6 years ago. My Mexican wife wrecked my new Ford Explorer and it was towed to the impound yard with the sticker attached. Months later, when I went to get a new one for my new vehicle, using my birth certificate as one of the identifying documents, I was turned away.
I was told I would have to return with the vehicle to have the sticker removed before a new one could be issued which was impossible to do.
So after making some inquiries, I returned and used my Voters Registration plus drivers license, the VR being the primary identification document and all was well. I did not show in their computer and I was issued the new sticker.
