Police officers in Scotland
have been instructed not to arrest cannabis users, according to an article
in the Sunday Mail. All police forces in Scotland have made a conscious
decision not to waste time arresting those in possession of small amounts
of marijuana. The Sunday Mail reported that this has been confirmed
by a source close to Justice Minister Jim Wallace.
This stems from frustration
at the inability of prosecutors to prosecute all cases, abandoning one-fifth
of all drug cases. Similar policies seem to exist in London and Lambeth.
Home Secretary David Blunkett intends to reclassify cannabis as a Class
C drug instead of a Class B drug this summer.
