In addition to being a national
day of vigils against soaring incarceration rates, Feb. 15 is also a national
call-in day opposing the administration's proposed counternarcotics aid
package to Colombia's military, an institution with known ties to paramilitary
death squads. In last week's short update, DRCNet forwarded a detailed
