Despite having one of the most draconian drug policies in the world and embarking on its so-called "Five Fences" counter-narcotics campaign, Thailand is losing its latest war on drugs as methamphetamine, heroin, opium, ketamine, cocaine and ecstasy continue to flood across its porous borders.
