MA: Joint Committee on the Judiciary Hearing on S1801, An Act to Tax and Regulate the Cannabis Industry

S1801, "An Act to Tax and Regulate the Cannabis Industry," will be heard by the Joint Committee on the Judiciary. If enacted, existing marijuana prohibition laws would be replaced with a system of regulation and taxation, similar to laws regulating and taxing wine, beer and tobacco. Sale of marijuana to minors is prohibited, and penalties would remain for driving impaired. The bill was filed as a citizen petition by Richard Evans, a Northampton lawyer. Estimates vary on the amount of new revenue that could be raised. A state tax board in California estimated $1.4 billion for that state, taxing retail sales at $50 per ounce.
