· Illinois' per capita rate of African-Americans incarcerated for drug possession offenses was first in the country, leading Mississippi, Maryland and Ohio.

Is there a relationship between Illinois’ drug policy changes and the disproportionate incarceration of African Americans?

· This paper highlights Illinois legislative changes, incarceration rates, & the impact on the criminal justice system in Illinois.
